Arbiter is indeed correct in what he says.
I think that Bill has raised an important point that may not have been addressed.
As a fringe profesional Bill has to weigh up potential rewards of professional play with the day to day pressures of everday life. If Bill has a sweetheart he is fond of then he, like many before him will be torn between his responsibilities to himself and his game, and to his beloved and their possibilities for 'normal family life'.
It is fair to say that Bill may not be world class, but who wil be the judge of that if Bill is not allowed to test himself in the main arena.
Sweethearts come and go but the chance to be the best that you can be is an honour in itself and many are not asked the question. Even a sweetheart could not deny the man they loved that chance. (or woman as the case may be)
That is the challenge Bill faces.
If Bill has no sweetheart, nor desires one, then disregard the above.
