The way i have always run Dynamite, or "Bomb" is that
it is declared before the match whether it will be
allowed. It is also known that the only way to beat
dynamite is with scissors. This means many novices will
immediatly throw it. They quickly learn though that
they will be met by scissors and so soon rock is once
again used, and so on till if Dynamite is declared
the first throw is libel to be a tie between two scissors.
