Fire and Rain?!!

I've heard about Fire and Rain (not the JT song).

Here's how it supposedly works: Fire beats rock, paper, and scissors, but you can only throw it once in your life. Rain beats fire but loses to rock, paper and scissors. But you can throw it as often as you like.

Is this just some back-country sister-lovin' bastardization of the art, or is it an acceptible regional variation?

Also, can Edward Scissorhands play RPS? Would he play in the Special Olympics RPS?
