Ruling required for unexpected tournament result.

Recently the Millenium RPS Australian Championship held in Darwin,NT. Sponsors had long argued that game was to to slow for Australian television audiences and in an attempt to bring the game into the 21st century itwas decided to make a minor adjustment to international rules.
After extensive market research the Australian RPS Finance, Enviroment and Ethics Committee (ARPSFEEC) suggested a minor rule change ie: "Players must use both hands. "
This was duly accepted.
The tournament was looking promising. Jimmy 'Ayers' Rock was fresh after his comprehensive win in the New Zealand open, Brian 'Paper Tank' Molloy had passed fitness tests after his recent ligament surgery and a couple of internationals including 'Fingers Finnigan'of Ireland and 'Poker Face' Chambers of Engand were signed up.
And then the problems began.
No-one had expected 'One Arm' Wally from Jabiru to come out of retirement. In fact most people thought he was dead.
In the ensuing and often ugly debacle that followed 'Wally' belted a member of the ARPFEEC and broke both the ring and pointer fingers of his lead hand and was forced to retire.
The tounament was abandoned at the request of the police.
Wally has commenced litigation.
We at ARPSOZ would appreciate a ruling from the International Rules Commitee with regard to injuries suffered in the course of a bout.
