Erm. Each throw doesn't have a 50% chance of winning. There's a 1/3 chance of winning, and 1/3 chance of losing, and a 1/3 chance of tying. Assuming, of course, that one is playing against a randomized computer opponent or something.
Not that that makes it a game of probability, anyway. Nothing is actually random in RPS. Both players have the complete freedom of choice in their moves, and there are no dice rolls or cards or any randomizing elements like that. The seeming randomness comes from the fact that some inexperienced players aren't aware of the deeper strategies, and thus have nothing with which to base their decisions on except the whims and vagaries of their own mind.
